The United Safety Council is a non-profit, non-government safety training organization, which promotes safety in every phase of American life: in the homes, schools, businesses, commercial and industrial facilities, and on the roads and highways.

United Safety Council History
In 1976 Dr. Jack Weaver and others started a small Research and Development group which was conveniently titled Safe Performance Associates (SPA). The initial objective of SPA was the solicitation of funded traffic safety projects.
From 1977 to 1983, SPA participated in several driver related projects funded by private and government agencies. In the early 1980's, SPA began developing and marketing driver testing and training video programs. In 1987, SPA became Advanced Driving Skills Institute (ADSI.) whose main goal was to develop and implement cost effective driver testing and training programs.
In 2005, ADSI merged with The United Safety Council, which allows Dr. Weaver to focus on research and development. The United Safety Council is a non-profit educational and safety organization, established in 1953.
Dr. Jack Weaver holds a B.S. degree from Fairmont State College, an M.S. in Educational Psychology from West Virginia University, and a Ph.D. in Psychology (with emphasis in driver behavior) from Florida State University.
